Fannie Mae is a "GSE" or a government-sponsored enterprise that is chartered by the United States Congress. Fannie Mae operates in the U.S. secondary mortgage market. Rather than making home loans directly with consumers, they work with mortgage bankers, brokers, and other primary mortgage market partners to help ensure they have funds to lend to home buyers at affordable rates.
As such, Fannie Mae hold a lot of mortagge paper, especially in the Wichita Kansas market. When homeonwers experience difficulties and are foreclosed on, like HUD, VA and other banks - Fannie Mae takes the homes back and must sell them to the public in order to get their money back to be able to lend again.
